From 1 April 2026 the annual fee for a Class 12 authorised insurer is £8,565. Minimum Capital & Surplus

Structure Type Minimum Capital
Class 12, non-life, other than a PCC cell The higher of 75 percent of the solvency capital requirement and £100,000. For a non-dormant Class 12 insurer the SCR is the one-year value-at-risk of basic own-funds at a 90 percent confidence level. Applies to Class 12 contracts within classes 3 to 9 and 11 (Insurance (Non Long-Term Business Valuation and Solvency) Regulations 2021, regulations 23 and 70)
Class 12 protected cell company cell The fixed floor is £0, so the minimum capital requirement equals 75 percent of the solvency capital requirement (regulation 70). This is the in-force rule. The draft regulations proposed to operate on 31 December 2026 would state a cell MCR of £0 and are not in force
Class 12 dormant insurer The minimum capital requirement equals the solvency capital requirement. For a dormant insurer that requirement is the regulatory capital needed so that assets exceed liabilities, including operational-management and regulatory-compliance liabilities
Class 12 long-term business Long-term Class 12 contracts, within classes 1, 2 and 10, are covered by the Insurance (Long-Term Business Valuation and Solvency) Regulations 2021 rather than the non-life floor above. A separate sterling floor for that long-term business was not located in the materials reviewed
Class 13 insurance special purpose vehicle Must be fully funded at all times, with total adjusted net assets covering maximum aggregate exposure (Insurance Regulations 2025, Schedule 2). Class 13 is supplemental and does not by itself authorise insurance business. No separate fixed sterling floor was extracted
